Don't remove 3.5.13, we still need to throttle the MU requests from it.
You need to set the throttling %age to 85, not 15. That number is "%age of requests which will receive no update".

Sorry, my brain is fried. You actually *do* need 15, not 85. But use 3.6.10 -- you don't want to throttling incoming 3.6.11 queries :).

So, s/85/15/; s/3.6.11/3.6.10/
